The consensus plan for the open ocean / climate module of GOOS was written in the form of an Implementation Plan in support of the UN Framework Convention on Climate Change (UNFCCC) in 2004, together with chapters on the atmospheric and terrestrial networks - the GCOS Implementation Plan, in response to a request from the UNFCCC, and incorporating input deeloped for the OceanObs'09 Conference, a revised 2010 version has been drafted. This revision reflects the progress made in science and technology, the increasing focus on adaptation, the demand to optimize mitigation measures, and other evolving requirements on systematic observation of the climate system.
Provisional estimates of the costs for undertaking the recommended Action in this Plan have been made, including rough estimates of needed expenditure by developed countries and expenditure needed in developing countries.
