GOOS Scientific Steering Committee
The GOOS Scientific Steering Committee (GSSC) advises the Intergovernmental-GOOS governing board on scientific and technical matters including strategy, implementation and pilot projects. The committee meets annually and is comprised of members appointed by the GOOS sponsoring organizations, representatives of these sponsors, representatives of partner organizations and invited scientific experts. In 2005 the GSSC was expanded in order to include oversight of Coastal GOOS implementation.

Ocean Observations Panel for Climate
The Ocean Observations Panel for Climate is a scientific expert advisory group charged with strategic guidance for the open ocean module of GOOS. The Panel also helps to develop strategies for evaluation and evolution of the system. The panel meets about once a year, and has about 10 members from North America, Europe and Japan.

Panel for Integrated Coastal Observations (PICO)
At its 10th session the GSSC established the Panel for Integrated Coastal Observation (PICO) as a sub-committee of the GSSC to provide technical and scientific advice to the GSSC on the implementation and further development of the coastal module of GOOS.

Coastal Ocean Observations Panel (now dissolved)
The Coastal Ocean Observations Panel (COOP) was dissolved in 2005 after
having successfully developed a strategic and implementation plans for
the coastal module of GOOS.
