The need for a Global Ocean Observing System is demonstrated countless times. But achieving high level visibility and sustained commitment for the system has been difficult. How can an infrastructure system, like electirical lines or bridges, be brought to the world's notice? How can we guarantee that the system remains a global system and not subdivided by individual interests?
